GOVERN (Fostering Autonomy and Accountability: Development of State-Of-The-Art HE Management System for Efficient Changes in Line with Bologna Principles– №:543711-TEMPUS-1-2013-1-AM-TEMPUS-SMGR) was a grant project launched in December, 2013. Project outcomes were summarized in the premises of the project partner, American University of Armenia with participation of the project coordinator-State Academy of Fine Arts of Armenia, other Armenian and European partner institutions, RA HEIs and stakeholders, on October 13, 2017.
GOVERN was a national project under Tempus programme aimed to enable application of the state-of-the-art management system at Armenian HEIs for promoting effective and efficient structural changes in line with Bologna agenda thus enhancing HEIs autonomy and accountability.
The specific objectives target enhancement of autonomy and accountability of HEIs through:
Building on the capacity of administrative staff for managing system changes efficiently
Revising the legal (system level) and regulatory (HEI level) frameworks in line with Bologna action lines;
Establishing the state-of-the-art university management system through overhaul of approaches to system changes: strategic, financial and human resource management
Introducing working approaches to student-centered educational provisions: ECTS and academic programme management to assure quality and promote student mobility.
Taking the responsible role of the project coordinator, the SAFAA carried out content, financial and technical management of the project as well as actively organised and participated in discussions, seminars, developments and recorded tangible results trying to serve as a good example for other partner institutions. The achievements mentioned below state about the successful course of the project and its smooth implementation in the institution:
trainings for SAFAA administrative staff; Rector, vice-rectors, deans and heads of chairs, staff of Academic Affairs Division were held,
new internal system for electronic information management was developed and installed in SAFAA and in the office of Academic Affairs and Registrar,
c) improvement of quality management system was carried out that assumed involvement of internal and external stakeholders as well as new approaches of strategic planning, and elaborating new monitoring mechanisms,
d) revision of SAFAA structure and management system was carried out resulting redevelopment of new regulatory documents for the operation of SAFAA administrative bodies,
e) self-evaluation of SAFAA institutional capacities was carried out that was introduced to the group of experts and received a report on actulaising further changes and improvements. Based on the consultations, an improvement plan was prepared and presented,
f) SAFAA had an active participation in developing all the documents and handbooks within the project.
